The Planning Process
Analysis - DSN:
Through the analysis phase of the planning process, the DSNI determined that:
Implementation of the redevelopment plan would be under neighborhood control
Attainment of enough new and/or rehabilitated space to have a positive affect on existing and future commercial areas would be considered "critical mass".
There would have to be "simultaneous development of new construction and rehab activity in a coordinated manner." (Medoff, 108)
There would need to be 800 to 1,000 new construction units and over 1,000 rehabilitation units.
Eminent domain would need to be granted to the DSNI by the city of Boston
