The Planning Process Recommendations - OTR: In response to the growing number of concerns regarding the Over-the-Rhine area, "the Over-The-Rhine (OTR) Planning Task Force submitted to the City Planning Commission for review, approval and recommendation to City Council the Over-the-Rhine Comprehensive Plan. (CCPC, I) It was proposed that the Over-The-Rhine renewal plan would be an amendment to the Pendleton Area Urban Design Plan and "to incorporate it as a supplement to this Urban Renewal Plan. It is also intended to replace the Urban Design Plan for Findlay Market NDP Area A-9-2…" (CCPC,I) The Cincinnati Municipal code, chapter 725, concerning blighted areas, provided the legal and political basis needed for the proposed plan. |
