A  Boston Redevelopment Authority (BRA) report stated that, "Boston's principal neighborhoods of concentration of minorities,… experienced an exaggerated version of the city's era of throw-away housing, flowing from the population loss and the outflow of industry and jobs…" (Medoff, 30)

The Dudley Street Neighborhood Initiative (DSNI) developed a safety and cleanup campaign titled, "Don't Dump On Us."  There were two objectives to the campaign.

1. "The immediate objectives were to clean up and fence off vacant lots in the Dudley area - there were more than 1,300 - and enhance the neighborhood's image as well as its health and safety." (Medoff, 70)
   
   

2. "The longer - range objective was to transform people's thinking - from seeing the lots as health - threatening eyesores to seeing them as potential spaces for homes, businesses, community services, parks and playgrounds." (Medoff, 70)
