Over Abundance of Vacant Areas: OTR Example: In "response to widespread concerns of the Over-The-Rhine Community Council, the OTR planning Task Force submitted the Over-The Rhine Comprehensive Plan to the City Planning Commission. The findings of the study showed that, "adequate evidence was gathered verifying that most of the buildings fell under the Municipal code definition of blight. Of the 1940 buildings found within the study area, 1858, or 96% were observed to be blighted." (CCPC, 1) The Cincinnati Municipal Code defines blighted and Deteriorating Areas as: "Blighted Area" shall mean an area in which a majority of the structures are detrimental to the public health, safety, morals, and general welfare, by reason of age, obsolescence, dilapidation, overcrowding, faulty arrangement, mixture of incompatible land uses, a lack of ventilation or sanitary facilities or any combination of these factors… lack of maintenance and repair of buildings… or are in danger of deteriorating, into blighted areas."
