The Elimination Of Commercial Areas:

OTR Example:



The Over-The -Rhine area is 10.9% commercial and 14.9% warehouses and industrial areas.  The commercial areas include small ground floor stores, Findlay Market; an open-air produce market.


Within the general goals of redeveloping the OTR area, "halting the further erosion and deterioration of the entire neighborhood, both commercial and residential, is an immediate necessity for Over-The-Rhine's survival." (CCPC, 13)


Other general goals regarding commercial areas stated that,

  • "new commercial enterprises should be attracted into the area, including social-recreational businesses,

  • support services needed by commercial enterprises located in the area should be promoted

  • Industrial districts should be recognized and city support services to them maintained" (CCPC, 13)


The OTR plan sees the need to "provide incentives" in order to increase the number of local businesses and also to provide support for those local businesses.


Also within the  framework of the plan, the OTR wants to strengthen the commercial areas by promoting the use of "vacant of underutilized commercial properties… encourage the reuse of vacant commercial structures as space for business expansion… encourage businesses to make necessary structural and/or façade improvements…" (CCPC, 17-18)
