The Planning Process

Problem Definition:


Step one calls for defining current problems within the neighborhood.  In order to know the neighborhood's specific problems, a planner must know the neighborhood.  The  general elements of planning gives the planner a visible starting point. 


The process of defining the general problems involve:

  • Defining the boundaries and stating the current neighborhood situation

  • Making general assumptions regarding the given situation

  • Listing general objectives

  • Detailing problem specifications

  • Making a title of the problems for documentation
