The Planning Process

Alternatives - DSN:



This is the point in the planning process where the DSNI weighs alternatives based on the information and analysis from the previous steps.


"Over time, the details [of the plan] would change, but not the guiding principles" (Medoff, 109).*


The major element of controversy of the draft of the plan given to the DSNI committees involved agency/resident tensions.  "Agency representatives on the board were uneasy about strategies calling for greater accountability by Dudley agencies to their clients" (Medoff, 107).


"Regarding the plan and overall satisfaction within the DSNI, a planning committee member expressed that, "'It was an exemplary process in terms of involving people… To me, that [The Force] reflected that the people understood there was a need for the organization to be really an organizer, to be an advocate, to deal with the not-so-concrete.' DSNI never formed "The Force" as envisioned in the plan, but organizing remained the force that powered DSNI…" (Medoff, 111). 


One of the planning consultants of DAC explains the overall lack of major alternatives by saying, "you have to have the belief that folks in the neighborhood have enough understanding, skills and knowledge to really make decisions for themselves, so you don't… try to con them into going in a certain direction.  I think folks know when you are trying to do that." (Medoof, 111).
