The decline of a neighborhood involves an over abundance of vacant areas, a lack of viable residential areas, and the elimination of commercial areas. Each element  affects the other. For instance, if the residential areas decline, the commercial areas will leave due to a lack of neighborhood concern and attractiveness.  This in turn will lead to an increase in vacant areas. This scenario can be played out with either element declining first.
