The Planning Process

Problem Definition - 0TR:

The Over-The-Rhine area is bounded by' "Central Parkway on the west, an irregular line generally running parallel to the base of the hillside on the north, Liberty Street  and Reading Road on the east, and  Central Parkway again on the south." (CCPC, 7).  The area is subdivided into six  sub-neighborhoods: W. McMicken and Mohawk (which is combined into one sub-neighborhood), Wahington Park, Findlay Market, Over-The-Rhine Central, and Pendleton.

The overall problem identified within the Over-The-Rhine is that the area is blighted.  The areas that contribute to the blighting of the area include:

  • Housing  decline

  • Incompatible land uses

  • Vacant lots & store fronts

  • Lack of development of influential areas

  • Lack of adequate parking
