The Planning Process Problem Definition - NN: New Neighborhood is an area whose boundaries are very clear cut. The early planners of the city used a straight grid system in their design. Therefore, the neighborhood is bounded on the north by Eden Grove Avenue., on the south by Straight Street, on the east by Delta Avenue, and on the west by Cyd Lane. This area is similar to the Over-The-Rhine area by the fact that it is also classified as a blighted area. New Neighborhood was once a thriving residential/commercial area. But, as housing and land became more affordable in the outer areas of the cities, the then current residents moved out. This made the New Neighborhood area affordable to lower and middle income residences. The changing demographic of the area lead the commercial establishments to believe that there was more profit in the outer areas. The elimination of commercial areas, lead to a lack of viable housing and an over abundance of vacant areas. There is a general assumption that if the residents worked together with the city and merchants the New Neighborhood area could regain its old vitality. |
