The Planning Process

Inventory - DSN:


In the inventory stage of the redevelopment process, the DSNI:

  • Formed a Planning Committee that was composed of the residents in the neighborhood,

  • Hired DAC International as their planning consultant

  • Circulated sign-up sheets to recruit resident committees to work together with the "DAC in housing, economic development, human services and land use/planning." (Medoff, 101)

  • Gathered information  on the area and its history and "compiled an extensive library of background resources and put together a detailed portrait of the neighborhood covering local businesses, consumer preferences, traffic patterns, real estate activity, housing conditions, human services programs, public and private investment, etc." (Medoff, 102)

  • Conducted a "windshield survey" of the neighborhood and used the information gathered to create a land use map of each block within the area.

  • Formulated a theoretical basis for redeveloping the area that "would center around a diverse, economically viable and neighborly urban village.  The urban village would combine housing, shopping, open space and a multi-use community center." (Medoff, 105)
